You've heard that there are EU funds for small businesses in Montenegrobut you don't know where to start. This is normal. The whole area seems complicated, and information is scattered in many places. This text provides a general framework: what these funds are, how they usually work, and how to prepare. The specific amounts, deadlines and conditions are not intentionally stated here, as they change from call to call.

What are EU funds and public calls

The European Union supports the development of the economy in candidate countries, including Montenegro, through various programmes. Support is not shared "on demand": it is published public call with clear rules, and firms apply with their project. The call determines who can apply, what is financed, what kind of documentation is required and by when the application is submitted.

In addition to the EU program, there are also domestic support programs published by state institutions and other donors. For small businesses, they are often the first step.

Specific programs, deadlines and conditions change from year to year, so we do not list them here. Before each decision, check the requirements in the current public invitation.

Who mostly logs in

Most often, these are registered companies, entrepreneurs, agricultural holdings and associations, depending on the call. Each call has its own requirements, for example:

  • type of activity,
  • the size of the company,
  • Location
  • proper obligations to the state,
  • own participation in the project.

That's why the first step is always the same: read the invitation carefully and check your eligibility.

What's usually funded

Depending on the program, investments such as equipment, production modernization, business digitization, education, product or service development can be supported. The exact list is always in the call itself. Do not plan the project before checking what the call really covers.

What the check-in path looks like

  1. Call tracking. Check official sources regularly.
  2. Checking conditions. Do you meet the formal requirements.
  3. Project idea. Exactly what you want to do and why.
  4. Budget What it costs, what you will pay yourself, what you ask for from the fund.
  5. Documentation. Confirmations, offers, plans, forms.
  6. VAT Return Submission within the deadline and in the prescribed manner.
  7. Evaluation and decision making. Applications are evaluated according to the criteria from the call.
  8. Implementation and reporting, if you get support.

Common mistakes

  • Missed deadline Incomplete file! Next!
  • The project does not respond to the invitation. A good idea that does not comply with the invitation does not pass.
  • Unrealistic budget or offers that don't match the description.
  • Unclear description what is being done and what benefit it brings.
  • Last minute preparation.
  • Wrong expectations: support isn't guaranteed and typically doesn't cover all costs.

How to prepare before a call

Businesses that are ready have the advantage of not starting from scratch when the call comes out.

  • Edit your company documentation and obligations to the state.
  • Make a list of the investments you plan to make.
  • Gather indicative quotes for equipment or services.
  • Have a description of your business, activities, and plans ready.
  • Have a neat site and online presence: evaluators often look at how the company presents itself.

This last one is where we can help. Check it out development of websites for companies in Podgorica and Montenegro, and if you plan to promote a new product or service, see Google and Meta Campaigns.

A quick reminder before you sign in

Before you invest time in preparation, answer a few questions for yourself:

  • Does the call really match what we're doing?
  • Do we have our own participation, if required?
  • Do we have people who will lead the project and report?
  • Do we have enough time to meet the deadline?
  • Can we follow the project if we receive support?

If the answer to most is “no,” it may be wiser to wait for the next call and prepare well rather than submitting a weak application quickly.

Realistic expectations

Funds aren't a shortcut or “free money.” They ask for time, proper documentation and often their own participation. For companies that prepare and apply with a quality project, this can be an opportunity, but there is no guarantee that an application will be accepted. So don't build a business plan on the assumption that you'll get support.

Where to find official information

Always check the original sources: announcements from the relevant ministries, agencies and institutions implementing the programmes, as well as the official call page. Information from other sources, including this text, serves only as a general orientation.

Always check the terms, deadlines and forms in the current public call on the official website of the institution that publishes it.

Okay, it's a favorite pick.
